Reports to Congress


 

These reports to Congress discuss the completed, ongoing and planned oversight work conducted by the Department of Defense (DoD), Department of State (State), and the U.S. Agency for International Development Offices of Inspector General, as well as the U.S. Government Accountability Office (GAO) and other U.S. oversight agencies that coordinate their activities through the Ukraine Oversight Interagency Working Group. The Joint Strategic Oversight Plan for Operation Atlantic Resolve (JSOP-OAR) is the annual joint strategic oversight plan submitted to Congress by the Special IG for Operation Atlantic Resolve (OAR).

What is the OAR Report?

Operation Atlantic Resolve (OAR) is the U.S. contingency operation to deter Russian aggression against NATO and to reassure and bolster the alliance in the wake of Russia’s 2022 full-scale invasion of Ukraine. OAR also includes security assistance activities in support of Ukraine.

The OAR Report discharges the quarterly reporting responsibilities pursuant to Section 1250B of the National Defense Authorization Act for FY2024 and Special IG reporting responsibilities under 5 U.S.C. 419. Section 1250B states that no later than 45 days after the end of each fiscal quarter, the Special IG for OAR shall submit to Congress a report summarizing U.S. funding, programs, and operations for Ukraine.

JSOP

What is the JSOP?

The annual Joint Strategic Oversight Plan for Operation Atlantic Resolve (OAR), including U.S. Government activities related to Ukraine, is a whole-of-government effort involving more than 20 oversight agencies. As the Lead IG agencies, the DoD, State, and USAID OIGs work together to deliver comprehensive and effective oversight of OAR, including the wider U.S. response to Russia’s full-scale invasion of Ukraine.
