Funding
 

Since Russia's full-scale invasion of Ukraine in February 2022, Congress has appropriated or otherwise made available nearly $183 billion for OAR and the broader Ukraine response. The Special IG for OAR has collected funding data from all 14 Federal agencies that were authorized to receive funds through the Ukraine supplemental appropriation acts, including the Department of Defense (DoD), Department of State (State), and the U.S. Agency for International Development (USAID). Supplemental funding includes security, direct budget, development, and humanitarian assistance to Ukraine; security assistance for NATO allies and other partner nations; funding to support enhanced U.S. military presence and activity in Europe; and replenishment of U.S. military stocks transferred to the Ukrainian Armed Forces (UAF). This funding was enacted through five supplemental appropriations acts.

Fiscal Year (FY) 2022-2024 Funding Sources

As of September 30, 2024, the U.S. Ukraine response funding totals nearly $183 billion, with $130.1 billion obligated and $86.7 billion disbursed.

Congress appropriated $174.2 billion through the five Ukraine supplemental appropriation acts enacted FY 2022 through FY 2024, of which $163.6 billion was allocated for OAR and the Ukraine response. Additional funds of $18.2 billion were allocated from annual agency appropriations and $1.1 billion was allocated from other supplemental appropriation acts.

The U.S. Government assists Ukraine and regional partners through a wide range of security-related programs and authorities, including European Deterrence Initiative (EDI), Ukraine Security Assistance Initiative (USAI), Foreign Military Financing (FMF), and Presidential Drawdown Authority (PDA).

Governance, Development, & Humanitarian Assistance

The U.S. Government assists Ukraine and regional partners through a wide range of governance, development and humanitarian programs and authorities, including Economic Support Fund (ESF), Assistance to Europe, Eurasia, and Central Asia (AEECA), International Disaster Assistance (IDA), and Migration and Refugee Assistance (MRA).

Training

The United States and its international partners provide a variety of training to the UAF, including basic, collective, leadership, and platform-specific training. In coordination with the Department of State, the Ukraine Security Assistance Initiative (USAI) supports a variety of security assistance activities including, but not limited to: Intelligence support, personnel training, equipment and logistics support, supplies and other services.
