FY 2023 Joint Strategic Oversight Plan - Ukraine Response

This Fiscal Year 2023 (FY 2023) Joint Strategic Plan for Ukraine Response (JSOP – Ukraine Response) is the first joint strategic oversight plan submitted to Congress by the Offices of Inspectors General (OIG) for the U.S. Department of Defense (DoD), the U.S. Department of State (State), and the U.S. Agency for International Development (USAID).  This plan describes these three OIG’s and partner agencies’ oversight of U.S. activities related to the Ukraine response.

The OIGs from DoD, State, and USAID, conducted this collaborative oversight under the framework for overseeing overseas contingency operations established under section 419, title 5, United States Code, to facilitate comprehensive oversight of complex interagency operations.

This Joint Strategic Oversight Plan describes specific projects that working group partners plan to conduct.  However, due to the complexity, scale, and timing of the Ukraine response, working group partners may adjustment their plans.  These adjustments may include changes to the identified objective and scope of the listed projects, addition or elimination of projects, or changes to the planned timing of projects to account for changing conditions.
